The pack hits zero on US-36 in Westminster. The heater’s still on in the express-lane crawl. Charge Pro DEN connects you with independent local operators. Those operators bring a 240-volt Level 2 source to the car. That’s EV roadside assistance for this north-metro city. You get a charge or a 12-volt jump where you sit.

Confirm Xcel or United Power by address

Westminster straddles the Adams and Jefferson line. The city covers about 31.6 square miles of rolling ground toward the foothills. ACS population is 115,546.

The power company is what trips people here. Westminster appears on United Power’s own service-area list. It also sits in Xcel Energy territory. The split is street by street, not the city limit. You’ll see the same pattern in Thornton, Northglenn, Broomfield, Arvada, and Erie. Confirm the utility by address before you blame the wall plug.

United Power’s EV programs have published names. Those names are United EV and the EV Make-Ready Wiring Rebate. There’s also the EV Home Charge Panel Upgrade Rebate. RTD1 is the time-of-use rate, with Simple Saver scheduling. Xcel’s published names include EV Accelerate At Home and EV Home Wiring Rebate. They also list Optimize Your Charge, Charging Perks, and the RE-TOU rate. The Residential EV Rebate and PCAN sit on that list too. Rebate dollar amounts aren’t confirmed in this research. Ask the utility that actually bills your meter.

If the confusion is the bill, not the car, start with Thornton’s utility note. That post covers the same north-metro split. A house that never woke the car is one call. A pack that died on the Turnpike is another.

US-36 is where dwell, not miles, wins

Westminster is a US-36 commuter city. Drivers run toward Boulder or Denver, then try to make it home. They often ride the last of a charge. The Boulder Turnpike has express lanes. CDOT’s Colorado Transportation Investment Office built those lanes with a minimum 8-foot outside shoulder for breakdowns. Added courtesy-patrol presence is part of that design. If you stall in an express lane, move to the right, outside shoulder. Don’t sit in a travel lane.

The drain here is often dwell, not distance. Stationary traffic with cabin heat on burns miles while the car barely moves. Denver’s January normal low sits around 18 degrees. Recurrent Auto studied more than 30,000 U.S. EVs in winter. EVs kept about 78% of max range at 32 degrees. They kept about 70% at 20 degrees, on average. AAA’s 2026 dynamometer study reported about 39% range loss at 20 degrees. A dash that looked fine at 120th can fail before you reach The Ranch.

The January 2024 arctic blast was worse than a normal cold snap. Denver went from 47 to minus 19 in about 48 hours. A tired 12-volt often quits after a night like that. The traction pack can still hold miles. The computers still won’t wake.

The US-36 bikeway runs along the same corridor. You may see it from the shoulder. Stay with the car, hazards on. For the Turnpike sequence, read stalled on US-36.

Wadsworth, Federal, Sheridan, and 120th

SH-121 is Wadsworth through the city. Federal Boulevard and Sheridan Boulevard run north-south. 120th Avenue is the east-west spine after you leave the Turnpike. Those roads serve the Promenade, Downtown Westminster, Legacy Ridge, and Bradburn.

A stall on those streets is still a disabled vehicle. CRS 42-4-1202 covers that. Outside a business or residential district, you may not stop on the paved main-traveled part of a highway. The exception is a vehicle so disabled you can’t move it off the roadway. Hazard lighting is required under CRS 42-4-230. A violation is a class B traffic infraction. No Colorado statute carves out a disabled EV. The same shoulder rules apply to every car.

CDOT Safety Patrol is free on covered metro freeway segments. Help includes flat tires, jump-starts, emergency fuel, minor mechanical work, debris, and incident support. Denver-metro coverage includes I-25 South from 120th Avenue to Arapahoe Road. It also includes I-70 East from Wadsworth to Airport Boulevard. Front Range hours are 6:00 to 9:30 a.m. and 2:30 to 7:00 p.m. on weekdays. Weekend hours are 10:00 a.m. to 7:00 p.m. CDOT’s pages mention nothing about EV charging. The patrol can jump a 12-volt battery. It doesn’t bring a charge to a stranded EV.

I-25 North express lanes use that same 8-foot outside shoulder. If you die toward Thornton or Northglenn, get right.

E-470 is the cashless eastern loop, run by the E-470 Public Highway Authority. A disabled driver pulls to the shoulder and dials *470 for that authority’s own help. Published help is tires, fluids, jumps, phone assistance, and debris. That’s not an EV charge. Northwest Parkway roadside hours were not confirmed in this research.

Empty pack, or the 12-volt is dead

Two failures look identical from the curb. The traction pack is empty. Or the small 12-volt battery that runs the computers is dead. When the 12-volt quits, the car won’t unlock. The charge port won’t open. The big pack is then unreachable. Teslas, Fords, Rivians, Hyundais, and GM EVs all carry that small battery.

Operators we connect you with bring a 240-volt Level 2 source. Teslas get a native NACS plug. Other brands get a CCS or J1772 adapter. They typically add 10 to 20 miles of range. That takes 15 to 30 minutes of charging. That window is charging time. It’s never an arrival time. They can also jump or replace a dead 12-volt on site. Tesla and every major EV brand are in scope.

If your car isn’t a Tesla, a failed public stall is a separate mess. Non-Tesla EV rescue in Westminster covers CCS and J1772 calls.

Out-of-charge recovery is the empty-pack job. A 12-volt jump is the brick-car job. Tell the operator which one you think you have. They’ll confirm on site.

Promenade dwell, older housing, and Downtown Westminster

About 34.6% of Westminster housing was built before 1980. Mixed age means mixed charging at home. Legacy Ridge, The Ranch, and Bradburn often have a garage plug. Countryside, Cotton Creek, and Sunstream often do too. Older apartments and pre-1980 houses often don’t. Some calls start as a last-mile miss on the way home. Others start as a night with nowhere to plug in.

Downtown Westminster is the former Westminster Mall site. The Westminster Promenade is a long dwell. Errands, a meal, cabin heat in a cold lot. Standley Lake sits on the west side. The Butterfly Pavilion is nearby. A long sit in Front Range cold can kill the 12-volt. The pack can still show miles.

Tesla Superchargers appear in the current metro inventory for Westminster. If the car will wake and take a charge, use a working public stall. That’s still the simpler fix. If the car won’t ready, a stall doesn’t help.

For local charging context, use the Westminster city page.

Broomfield, Arvada, Federal Heights, Thornton, and Northglenn wrap this city. Broomfield is its own city and county. It was carved out in 2001. Don’t assume the same utility just because you crossed 120th.

What this referral actually is

Charge Pro DEN is a referral line. It matches stranded EV drivers with independent local mobile rescue operators. It performs no work. It owns no trucks or equipment. It employs no technicians. It sets no prices. It promises no arrival time. It publishes no business hours. It holds no license. The operator quotes you before starting. The operator bills you directly.

Tesla’s own roadside network handles tows, tires, and many 12-volt jumps. Mobile charging isn’t a standard Tesla roadside offering. What Tesla roadside will and will not cover is the plain version of that policy.

Colorado has no statute for roadside EV charging. Abandoned-vehicle rules live in CRS 42-4-1803 to 1805. There’s no fixed 24-hour or 72-hour clock in that statute. An officer uses reasonable grounds to believe the vehicle is abandoned. Don’t wait on a shoulder hoping the clock is generous.

The Colorado Towing Bill of Rights, HB22-1314, governs many nonconsensual tows. It requires 24-hour written notice before most private-property tows. The Colorado Public Utilities Commission regulates towing carriers. Exact tow fees aren’t confirmed here. Ask before the hook is on the car.

A tow is the right tool when the pack won’t accept a charge. It’s also right when the port is damaged, or something mechanical is wrong. A Level 2 boost where you sit fits an empty pack. The hardware still has to take power. Operators don’t replace a Supercharger. They add enough range to move the car under its own power.

COtrip.org and the 511 line are CDOT’s sources for closures and traction-law status. Traction law activates by signage and COtrip. A fixed seasonal date range wasn’t confirmed in this research. Westminster’s problem is the Turnpike crawl and the last miles home.

Colorado crossed 200,000 registered EVs by October 2025, per the Colorado Energy Office. Battery-electric vehicles were 12.5% of new Denver-metro registrations year-to-date through June 2026. More EVs on 120th still means more empty-pack mornings.

When the car won’t ready

If your EV is stranded in Westminster, stay out of the travel lanes. Hazards on. Decide what failed. Empty pack, dead 12-volt, or a port that won’t open. Then ask for a local operator. Don’t guess which utility owes you a rebate.

Call Charge Pro DEN at (720) 738-6950. We match you with an independent operator who quotes before any work starts.
